Canada's Francophone Mobility Program lets French-speaking workers get a work permit without an LMIA, if they have a job offer outside Quebec and can prove NCLC 5 in speaking and listening. Here is who qualifies, how the process works, and why your TEF Canada or TCF Canada result matters most.

ℹ️

Quick answer: The Francophone Mobility Program is a Canadian work permit that does not need a Labour Market Impact Assessment (LMIA). To qualify, you need a job offer from an employer outside Quebec, a valid employer offer submitted through IRCC's Employer Portal under exemption code C16, and proof that your French speaking and listening skills are at NCLC level 5 or higher. IRCC accepts TEF Canada or TCF Canada results as proof. Your French result is the part you control, and it is also the part that takes time to prepare. As of April 2026, IRCC's own pages are the source for these rules, so confirm them on canada.ca before you act.

Many Indian professionals look at Canada through Express Entry or a standard work permit and miss a faster route that depends on language, not on a lengthy employer approval process. The Francophone Mobility Program rewards French ability. If you can speak and understand French at an intermediate level and you have an employer in Canada outside Quebec willing to hire you, this route is worth understanding.

What Is the Francophone Mobility Program?

It is a work permit stream under Canada's International Mobility Program. It lets an employer hire a French-speaking foreign worker for a job outside Quebec without going through the LMIA process, which normally requires the employer to show that no Canadian was available for the role. The employer instead submits the job offer to IRCC through the Employer Portal, using LMIA exemption code C16, and pays a CAD 230 employer compliance fee.

Who Can Apply?

  • You must meet the general eligibility requirements for a Canadian work permit.
  • You must live and work in one of the nine provinces or three territories outside Quebec.
  • You must be able to prove that your French speaking and listening skills are at an intermediate level, equal to NCLC level 5 or higher.
  • You need an offer of employment for a job in any TEER category of the National Occupational Classification, except primary agriculture jobs in TEER 4 and 5.
  • Your employer must have submitted the offer through the Employer Portal under code C16, paid the compliance fee, and given you the 7-digit offer of employment number.

Note the rule on skills. The level applies to speaking and listening. IRCC's pages describe NCLC 5 as the proof needed, and the test result must show that level in those two abilities.

How Do You Prove Your French?

IRCC's application page lists the proof of French you upload with your application. The main route for most Indian applicants is a language test result. The tests used for Canadian immigration purposes are:

  • TEF Canada (Test d'évaluation de français).
  • TCF Canada (Test de connaissance du français).

IRCC also accepts written confirmation from a college or university that you studied a programme in French. Most applicants from India will not have that, so the test result is the realistic route. This is why TEF Canada and TCF Canada matter more than anything else on your side of the application: without a result at the required level in speaking and listening, there is no application.

Both are accepted by IRCC for immigration purposes. They differ in format and in how the speaking and listening sections are scored, so choose based on which format suits you and where you can sit the exam. The score you need is the one that converts to NCLC 5 in speaking and listening on IRCC's conversion table, so check that table before you decide on a target. Our guide to TEF, TCF, DELF and DALF explains the differences in more detail.

The Process, Step by Step

  • Build your French to at least an intermediate level, and prepare for the format of TEF Canada or TCF Canada.
  • Take the exam and get a result that shows NCLC 5 or higher in speaking and listening.
  • Find an employer outside Quebec who will make you a job offer and is willing to submit the offer through the Employer Portal under code C16.
  • The employer pays the CAD 230 compliance fee and gives you the 7-digit offer of employment number.
  • Apply for the work permit online, uploading your test result and the offer number, from outside or inside Canada as applies to you, and pay the permit fee.
  • Complete biometrics and any medical examination IRCC asks for.

What This Route Does Not Do

  • It does not find you a job. You need a real employer outside Quebec to make the offer.
  • It does not guarantee a permit. IRCC makes the decision on your application.
  • It does not cover jobs in Quebec, which has its own immigration system.
  • It is a work permit, not permanent residence, although French ability can also help in Express Entry.
